What the hell is this supposed to be?

Spray-painted on a the cinderblock wall around a commercial trash bin. (Since someone asked--it looks to me like a Klan hood. I did mention that in the initial post because I did not want to prejudice commenters and did not want to appear to jump to conclusions if this image was somehow a thing).

It's one long building containing a clothing story, a restaurant, a smoothie bar, an ice cream shop, a cupcake shop, a barber shop, and a consignment store. Scary stuff.

Sureños use three dots in their tags, so I’m told by Wikipedia. But the orientation here is backwards—the dots should be forming an upright pyramid—among other mismatches with their usual types of tags. Also, this is in Florida right? So that would sort of be the completely wrong side of the country.

Otherwise Google is drawing (no pun) a blank.
