Wrong amendment

Jack Balkin says the government shutdown violates the Second Amendment, because people cannot bring their guns to national parks. A Pennsylvania Maryland chapter of the KKK begs to differ--the shutdown violates the First Amendment.

They even have the following signage:

"Because of the federal government shutdown this National Park Service area is closed, except for 1st Amendment activities."
